RISK ASSESMENT

 

Mark observed that GM was conducting their risk assessments from an internal perspective. Mark noticed the gap and started enlisting local, state and federal agencies and resources to partner with GM to conduct risk assessments. Using public safety agencies like the FBI, Secret Service and ATF to garner an outside perspective on managing GM’s risk was a landmark decision and vastly improved GM’s risk management program. Mark noticed that guests and employees’ vehicles were being parked under the 72-story Marriott Hotel and going underneath GM Global HQ. Mark initiated a risk assessment using his newly-formed teams including bomb experts. The assessments identified that any of the HQ towers could collapse with a car bomb/exposive similar to the first World Trade Center bombing and the Oklahoma City bombing. Mark designed a program by purchasing a multi-million dollar x-ray truck that could inspect all vehicles off-site, tag them and then inspect them when they arrive at the global headquarters. This risk mitigation program almost completely reduced the risk of a underground bombing attempt.

 

RISK IDENTIFICATION

 

Adobe’s “in-house” risk and threat assessment identified the largest treats to their global headquarters in San Jose were earthquake and active shooter were the two largest. Mark was hired to review the assessment and ascertain if any other threats posed a huge risk to the firm. Mark worked with government officials and identified that a 7.2 magnitude earthquake could cause complete failure to the Anderson Dam causing a 35-foot wall of water into downtown Morgan Hill and San Jose would be flooded by 8 to 12 ft. of water in three hours potentially killing thousands. Mark and his team redesigned the emergency response plan and crisis communications plan, then tested the plan with Adobe executives and directors who were very enthused with the results and the final plan.

ENTERPRISE RISK MANAGEMENT

 

Detroit Public Schools selected Mark to lead a 12-member team to implement an Enterprise Risk Management (ERM) Program. This three-year, six million dollar project included implementing risk assessments and identification, gap analyses, risk control, workers comp, safety and loss control, security enhancements, emergency response plans, training and tabletop exercises. This successful ERM program saved DPS over $20M in reduced insurance premiums, worker’s comp claims and insurance claims for a total ROI of over $14M.

 

 

RISK MITIGATION

 

Based in Manila, Globe Telecom’s HQ sits between two major earthquake fault lines. GT had strong concerns about a major earthquake especially after witnessing the destruction to Japanese telecoms after the 2012 earthquake and tsunami devastated the country. Mark and his team conducted threat and risk assessments enterprise-wide. The results of the assessment illustrated catastrophic damage to the GT infrastructure, facilities, employees and supply chain. Mark and his team updated all plans, including a hub and spoke concept to get supplies to outlying areas quickly. They also designed a mitigation strategy and program to reduce losses. Mark also designed a comprehensive training and exercise program corporate-wide.
